2023 – 2025 PRR · NextGenerationEU Agenda no. 51 Call 02/C05-i01.01/2022
Portugal's national blockchain agenda (Agenda Mobilizadora no. 51), funded by the Portuguese Recovery and Resilience Plan (PRR) — Component 5, "Agendas Mobilizadoras para a Inovação Empresarial" — under Call 02/C05-i01.01/2022, with funds from the Portuguese Republic and the European Union (NextGenerationEU). The agenda unites nine work packages led by industry and academia — from agriculture and health to smart cities, the data economy, and digital assets — aiming to decentralize Portugal, both technologically and geographically, with blockchain technology as the engine of innovation.
My role: researcher at INESC-ID / Instituto Superior Técnico. INESC-ID leads WP7 (Interoperability), which ensures the interoperability of DLT-based solutions and businesses across the technology, semantic, (inter-)organizational, and legal/regulatory layers, and develops and validates a Portuguese digital wallet. I participated in INESC-ID's funding proposal for WP7 under Call 02/C05-i01.01/2022, providing major contributions to the proposal. My contributions span cross-chain asset-transfer protocols (IETF SATP), semantic interoperability between blockchains, and XChainWatcher, an open-source anomaly detection system for cross-chain bridges — and the agenda has adopted SATP to provide interoperability across the project verticals.
